Minor Sophonts in this categorical sense are sophont beings who haven't reached a level where they have any form of civilization. Existing only in smaller collections of individuals, their presence is generally negligible. This does not prevent them from existing across multiple planes. Minor sophonts generally have limited rights on Planar Council worlds, depending on the plane in question.
